Purpose of Position
The Finance Manager is responsible for the day-to-day financial reporting and compliance functions for two large recycling programs operating in Western Canada. This role ensures accurate, timely, and reliable financial data is available to support organizational decision-making and compliance with regulatory, contractual, and audit requirements. The Finance Manager acts as the primary point of contact with the administrative service provider on finance-related matters and supports the preparation of financial reports, analysis, and transactions.
Principal Duties and Responsibilities:
Financial Management & Reporting
- Serve as the primary interface between program operations and the administrative service provider on supply chain financial matters.
- Review weekly and monthly accounts payable proposals and coordinate with the service provider on claims and adjustments.
- •Review monthly financial management reports and flag issues for the VP, Finance and Organizational Services.
- Ensure invoices to third-party customers are prepared, issued, and collected according to contract requirements.
- Monitor and support insurance policies and other service renewals.
- Review and contribute to quarterly and annual financial reports for the Executive Director and VP.
- Act as a liaison with external auditors during annual financial and non-financial audits.
- Support the VP with Finance and Audit Committee reporting.
- Undertake other related duties as assigned to support executive leadership and organizational priorities.
Program & Service Provider Interface
- Serve as the primary contact with the administrative service provider’s finance team for accounts payable, accounts receivable, and reporting.
- Ensure the service provider manages payables and receivables effectively.
- Support proposals to involve external legal counsel when appropriate.
Financial Models & Policies
- Support the monitoring of cost modelling and performance-to-budget analysis prepared by the service provider.
- Develop a strong understanding of revenue models, fee-setting principles, and program funding structures.
- Assist in maintaining financial and related policies, including investment, net asset, and insurance policies.
- Monitor compliance with financial policies and recommend updates as needed.
- Support investment management in alignment with the approved Investment Policy.
Risk Management Support
- Identify and report financial risks and support mitigation activities as part of the organization’s risk management process.
Decision Making & Accountability
- Responsible for ensuring financial data accuracy, compliance with internal policies, and adherence to external regulations. Provides analysis and recommendations to the Vice President, Finance and Organizational Services to support informed decision-making.
Education, Skills, and Experience:
Education
- Post-secondary education in finance, accounting, or business administration.
- CPA designation in progress or completed, or equivalent experience.
- Experience Minimum 3–5 years in financial reporting, accounting, or related functions.
- Experience working with auditors and external service providers.
- Experience in not-for-profit or regulated environments is an asset.
Knowledge, Competencies & Skills
- Strong technical accounting and financial reporting skills.
- Strong analytical and problem-solving abilities.
- Ability to work independently with high attention to detail.
- Excellent written and verbal communication skills.
- Knowledge of Extended Producer Responsibility (EPR) frameworks is an asset.
- Ability to manage competing priorities in a fast-paced environment.
Working Conditions:
- Flexible work arrangement: primarily remote with occasional onsite attendance as required.
- Some travel within the province may be required.
- Must be comfortable working independently and as part of an integrated team
